Overview

The Ministry of Justice (the Authority) has developed an Industry Standard Partnering Agreement (ISPA). The ISPA is the standard contract document that is intended to be used for subcontracting arrangements. The ISPA represents a new approach to subcontracting arrangements and sets a standard that will promote fair practices and assist in the development of diversity and transparency within supply chains.

The ISPA has been developed in line with our Market Stewardship principles. The contractual requirement is for tier 1 organisations (i.e. prinicple contractors contracting with the Authority)  to use the ISPA when subcontracting with organisations at lower tiers of subcontracting and then recommended for further subcontracting within the supply chain.

Potential providers to the Authority should note that this questionnaire is designed to take feedback on the ISPA and the guidance document. It is a continuation of the Authority’s 'no surprises' approach with the market and to take feedback from a wide range of organisations who may utilise the ISPA.

The ISPA should be read in conjunction with the Explanatory Guide.
