Independent statutory regulation of probation practitioners
Overview
This consultation is being launched with two key purposes, which are:
- To set out the rationale and timing for independent regulation of the probation profession in England and Wales
- To seek views on the design of functions and scope of a probation regulator and what type of body should deliver this to inform potential legislation and design. Our current preferred approach is to establish a new non-departmental public body to regulate Registered Probation Officers and Registered Probation Services Officers, with powers over registration, standards, continuing professional development and fitness to practise.
The consultation is aimed at those with an interest in probation and those working both directly and indirectly with probation practitioners in England and Wales. This includes HMPPS’s workforce, independent providers for probation services, as well as those in criminal justice agencies, local authorities and the voluntary sector. The consultation may also be of interest to members of the public, including victims of crime.
